Technical Program Manager – Core Network Delivery & MNO Onboarding

About the role
Skylo is building the world’s first commercial direct‑to‑device satellite network. As a Technical Program Manager you will own the end‑to‑end onboarding of Mobile Network Operator (MNO) partners, ensuring the packet core, signalling plane and billing & settlement systems work together flawlessly.
Key responsibilities
- Define and run the MNO technical onboarding program, covering integration milestones, dependencies, definitions of done and cut‑over plans.
- Drive signalling delivery programs (Diameter interfaces S6a, SGd, MAP‑over‑IPX, DRA configuration, SMS‑over‑NAS, roaming signalling readiness).
- Coordinate billing & settlement programs (TAP3, RAP, NRTRDE, mediation, rating, CDR integrity and finance system integration).
- Manage multi‑supplier roaming stack onboarding, contractual/technical cut‑over, parallel‑run and rollback planning.
- Maintain program governance – roadmaps, RAID logs, release trains and launch‑readiness reviews.
- Own metrics such as onboarding cycle time, signalling success rates, routing correctness and settlement accuracy.
Required profile
- 8+ years in mobile core / signalling engineering or technical program leadership.
- Deep hands‑on experience with 3GPP core signalling (EPC & 5GC), Diameter protocol and related interfaces.
- Proven track record delivering cross‑functional network programs on time with external partners.
- Ability to translate complex network engineering details for commercial and partner stakeholders.
Required skills
- Diameter protocol (S6a, S6c, S13, SGd, T6a) and AVP design.
- 3GPP core signalling – NAS procedures, EPC, 5GC.
- SS7/MAP ↔ Diameter interworking, MAP‑over‑IPX, IWF.
- DRA/DEA routing policy and topology.
- NB‑IoT / CIoT, NTN signalling specifics.
- Roaming operations – IREG/TADIG, IR.21/RAEX, IPX interconnect.
- Billing & settlement – TAP3, RAP, NRTRDE, CDR lifecycle.
